Job Purpose

The Department of Local Government, Western Cape Government (WCG) has an exciting employment opportunity for a suitable individual who would like to make a difference by managing diasters and major incidents and to ensure disaster preparedness, planning response, institutional arrangements, disaster rehabilitation and reconstruction. This role is crucial in order to promote the development, implementation and maintenance of effective disaster management. This post is stationed in Tygerberg.

Minimum Requirements

An undergraduate qualification (NQF level 7) in Disaster or Emergency Management/ Public Management/ Environmental Science/ Public Health/ Social Science; Human Sciences or related field as recognised by SAQA; A minimum of 5 years middle/senior management experience; A valid code B driving licence; Successful completion of the Senior Management Pre-entry Programme for entry into the SMS upon appointment.

Key Performance Areas

Establish integrated institutional capacity to ensure effective implementation of disaster management policy: Facilitate development and maintenance of a Provincial Disaster Management Framework; Ensure effective coordination of applicable IGR structures; Coordinate multi-sectoral special/major events. Prepare for and respond to disasters: Manage and monitor municipal and provincial disaster management centres (facilities, equipment and hard and software programmes); Develop and maintain the generic disaster management and contingency plan; Evaluate disaster plans and arrange disaster management exercises; Coordinate inter-sector operational programmes; Provide ICT training; Coordinate disaster response. Coordinate disaster recovery (relief, rehabilitation and reconstruction): Coordinate relief efforts; Monitor recovery funding and spending; Coordinate disaster rehabilitation and reconstruction. Monitor and support disaster damage assessment programmes. Strategic Management (including change management). People Management. Financial Management.

Competencies

Sound knowledge of emergency and disaster management concepts, programmes and practices; Core competencies: Strategic Capability and leadership; People Management and Empowerment; Programme and Project Management; Financial Management and Change Management; Skills: Ability to interpret and apply relevant policies and procedures; Ability to analyse, promote, facilitate and implement strategic planning; Ability to communicate at all levels and across sectors using various media, stakeholder engagement and to build and maintain working partnerships; Report writing, data acquisition and analysis; Knowledge Management; Service Delivery Innovation.

Remuneration

All–inclusive salary package of R 1 216 824 per annum (salary level 13).

Note: The remuneration package consists of a basic salary (70%) and the employer’s contribution to the Pension Fund. The remainder of the package may be structured according to your personal needs.

Following the interview and technical exercise, the selection committee will recommend candidates to attend a generic managerial competency assessment (incompliance with the DPSA directive on the implementation of competency-based assessments).The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS Competency Assessment tools. To be considered for nomination into an SMS post, you must complete the Senior Management Pre-Entry Programme. The purpose of the Senior Management Pre-Entry Programme, a public service specific training program applicable to all applicants aspiring to join the Departments Senior Management Service, is to ensure that potential SMS members have a background on SMS processes and procedures.
